I have the honour to inform you that Commander

C. W. Beckwith, the Assistant Harbour Master, has made representa- -tions recently on the subject of the salary attached to his post,

and I enclose a copy of an extract from his letter setting out the principal duties which he has to carry out and his special qualifi-

-cations for the work.

The salary of the appointment £460 £540 is

the same as that of the Assistant Master Attendant in the Straits

Settlements but the latter officer is now in receipt of a duty

allowance. I am not in a position to state whether the duties at

Hongkong are more onerous than those at Singapore, but there has

been a very large increase in the tonnage entered and cleared at

the port during the past ten years. The figures are as follows:-

There is also ample evidence to prove that the cost of living in Hongkong has risen during the same period, while the salary of the post has remained practically the same. This has been wet in the Straits Settlements by the grant of a duty allowance and I

recommend that the same course should be adopted here. I think

that an allowance of £120 a year would be fair, to date from the 1st. January last and to be reconsidered if the question of a
